Today, I installed the slony-I-1.2.10R-pg82 package from
http://developer.pgadmin.org/~hiroshi/Slony-I/ ; there was no change in
behavior.  I put
http://developer.pgadmin.org/~hiroshi/Slony-I/slevent.dll into
C:\Program Files\PostgreSQL\8.2\lib ; still no luck.

Following Andrew's suggestion, I tried setting up with all the slons
running from a linux host (this is what I had planned on doing all
along).  The install without "Slony-I server module" doesn't throw any
errors, but when I try to configure the cluster (from linux), I still
get the "PGRES_FATAL_ERROR load '$libdir/xxid';  - ERROR:  access to
library "$libdir/xxid" is not allowed" error.

I'm guessing that slonik is asking the PostgreSQL server to load a
library (C:\Program Files\PostgreSQL\8.2\lib\xxid.dll) and getting a
response that indicates that that isn't allowed.  I don't see any
obvious reason why that shouldn't be allowed, but please don't assume I
know what I'm doing; there are several places where configuration lives
and I could easily have mucked them up.

Well, that's not gonna work. :)

I don't know enough about the windows install to help you with this, but

I tried changing the selected features and this error happens if (and
only if) I select the 
feature "Slony-I server module".  Guessing by the name, I think I need
this feature.
I suspect this is talking about the slons. In which case, you don't need
to run a slon on 
the windows machine. You can run both slons on the linux box. However I
would suggest that 
you run the slons for each machine from the machine it is managing
(unless you have 
dedicated management servers on the same LAN, in which case, run them
there).

As an experiment, I tried installing the various versions from 
http://developer.pgadmin.org/~hiroshi/Slony-I/
I assume that you already know this but I'll reiterate to be sure:
please do not run ancient 
versions of the software. You are almost always better off running the
latest 1.2.x release 
since there are very few features being added to 1.2 anymore, but plenty
of bug-fixes have 
gone in.
