This script looks like it belongs in tools instead of tools/altperl, for a 
couple of reasons:

1) The altperl tools don't use DBI or DBD::Pg since these aren't necessarily 
going to be available or installable on leased systems (see the RFC thread 
from Jan. 26th for this discussion).

2) This script runs independently of the slon.env and slon-tools.pm files, 
unlike the other scripts in this directory.

Would anyone object if I moved it up a directory to tools?
