Hi.

In Windows-XP SP2, the report which fails in registration of slevent in some
country languages was received. Although it seems to be the DEP problem of 
Windows, it is not happened in pgAdmin or PostgreSQL which are other same 
methods. It seems that so, it solves by re-creation of MSG00001.bin, and RC
in English mode when how many persons try in that environment. 

Therefore,I place here for a while and entrust hope to a user's further report.
