Kind people,

I'd like to propose that we require Perl for configuration &
installation, rather than doing the kind of wacky machinations that
assuming sed-only forces on benighted projects.

This is not 1994, and Perl is not the rarity it was that year.

We already require a fairly modern version of PostgreSQL, and
requiring (say) Perl 5.6 or better is really not onerous.

What say ye?
