Addtional patch to detect when an expected provider is missing

This patch should be applied on top of the other patch.

If the event provider isn't in the provider list and the node is a set origin
for a subscribed set then we don't want to proceed with processing the SYNC
with no provider.  It might be that a remoteListener pulled this event from the
event provider before any subscriptions were active.
