I'm a bit confused maybe because you don't talk about versions.

Slony 2.1+ should replicate truncate commands on any version of postgresql that
supports truncate triggers (8.4+).

I tested with with the pgbench command in PG 8.3 and it doesn't seem to be
truncating the table. pgbench.c in 8.3 seems to do a DELETE not a truncate.
