Thanks for the report and the patch.

I have committed this patch to REL_2_1_STABLE and master.
slon and slonik now get serverinclude path before libpq even though they really
only use libpq. I hope this doesn't cause issues for installations trying to
link with a newer libpq than the server version.

I thought about only including serverinclude in the makefile in src/backend
(which doesn't actually need libpq)  That would be better, except we have a
patch floating around to make slonik again call find_my_exec from pgport.  If
slonik is using pgport then it needs the server include headers anyway.  

Since I don't want to have to revist this if/when a version of the find_my_exec
patch is resubmitted  I committed the patch as is.
