Vis-a-vis "so, why was it this way?", I think we created the tracking table for
the sequence in order to most nearly parallel what we do with online nodes.

I'm fine with dropping that out, and directly using the sequence name.  That
doesn't seem to be a terribly costly change.  After all, the slon process
already is marshalling the sequence name+namespace in order to check the value,
so any cost to this is pretty trivial.
