This doesn't seem to make sense...

If the copy_set did not complete, then there shouldn't be anything stored into
sl_sequence, as populating that takes place within a transaction that should
have failed (due to the failure of the connection that was mentioned).

Can I validate a bit more about the connections that survived/failed?
