The change of typenameTypeId() to have 3 args in PG 8.3 causes the build of C SPI functions to break.

Dave Page provided a patch for this.

- Built PG 8.3 CVS HEAD

- Validated that the compile of SPI functions breaks

- Applied Patch (with light mods)

- Added release note change

The patch to "configure" will go away the next time we run autoconf...

Oops - missed an M4 patch when applying this to HEAD, and thought I was missing changes to configure...
